The PNP Chaplain Service was established through NAPOLCOM Resolution Number 92-20 dated 23 July 1992 creating a non-military Chaplain Service in the PNP to provide pastoral and religious services, spiritual guidance and counseling to the PNP Personnel and their dependents regardless of religious affiliation.
Through LOI 17/10 – SUGO (Spiritual Upliftment and Growth of the Organization) and CMC 03-2013 – Paggabay (CHS Pastoral and Family Counseling Initiatives) signed by the Chief PNP, PDG ALAN LM PURISIMA, the PNP Chaplain Service is the adviser of the Chief PNP on all moral and spiritual activities of the organization. It is tasked to transform from within all PNP personnel with sound moral and spiritual foundation which is a necessary requisite for the PNP to attain a highly capable, effective and credible police service which is the goal of the PNP PATROL PLAN 2030 (Peace and Order Agenda for Transformation and Upholding of the Rule of Law)
It is also mandated to provide counseling to PNP personnel particularly those with family and administrative related problems. The office is also tasked by the Integrity Committee of the National Advisory Group for Police Transformation and Development to be part of the program that will provide the necessary moral, ethical and professional values to address issues of PNP personnel involved in nefarious activities.
The PNP Chaplain Service is the key for the PNP to realize genuine transformation.

The Christian Flag - This flag symbolizes Christian beliefs and traditions. It represents all the Christian denominations to which PNP personnel belong.
The Islamic Flag - This flag stands for Islamic beliefs and traditions and recognizes Islam as major religion to which PNP personnel belong.
The Dove - The dove denotes hope and peace, which the message that the Chaplain Service brings.
The Green Leaves - The green leaves signify progress for the 17 Police Regional Offices.
