Philippine National Police (PNP) Chief, Police General Guillermo Lorenzo T. Eleazar expressed support for the Squad System, which the Internal Affairs Service has deemed effective in monitoring the behavior of police officers during the COVID-19 pandemic.
Under the system groups of policemen are formed into a squad with a designated leader that would train and guide them. This is proactive measure of ensuring individual and organizational discipline within the police force.
“Ako po ay sumasang-ayon dito sa sinabi ng ating IAS Inspector General Attorney Alfegar Triambulo na ang squad system ay talagang naging malaking tulong sa pagmonitor natin ng paguugali at kinikilos ng ating mga kapulisan, lalo na ngayong pandemya,” PGen Eleazar said.
“This not only helps prevent misbehavior among our policemen but also hones the leadership skills of those designated as squad leaders. This system enhances the moral and spiritual values of our police personnel. These squad leaders will train and guide their colleagues who have records of minor offenses but can still be reformed,” he added.
PGen Eleazar tasked the PNP Chaplain Service and the Directorate for Personnel and Records Management to review the protocols for the Squad System as he wants its strict enforcement in all police offices and units to further intensify internal cleansing efforts of the PNP.
IAS Inspector General Triambulo has said that the Squad System provides emotional and psychological help to PNP personnel who are having a difficult time coping with the demands of work amid the pandemic.
According to the PNP Chief, “Hindi rin madali ang nararanasan ng ating kapulisan ngayong pandemya, hindi ka makauwi sa pamilya mo dahil ayaw mong magdala sa kanila ng coronavirus at may lagi kang pangamba na magkaroon sila ng COVID-19. Bukod sa may magsisilbing gabay, sa ilalim ng Squad System, ang mismong mga kasama sa squad ang tatayong mga karamay mo.”

Police Regional Office 9 accorded a Foyer Honor for the arrival of PBGEN JASON D ORTIZO, the Director, Chaplain Service (DCHS). He was warmly welcomed by the Police Host PCOL NOEL B VALLO, Chief Regional Staff, Police Regional Office 9 (PRO 9) on June 1, 2021 at Camp Colonel Romeo A Abendan, Mercedes, Zamboanga City. After the Arrival Honors, the DCHS was accommodated to PRO 9 Multipurpose Hall for his Moral Upliftment and Psycho-Spiritual Talk – to - Men where, in his speech, he emphasized the significance of “Love of God” in the course of police service, to continue our sworn duty in the midst of COVID-19 pandemic.
PLTCOL EDUARDO P MALLP, Chief Regional Community Affairs and Development Division, facilitated the DCHS’ talk with the Values and Life Coaches. DCHS heartily thanked the, for their untiring support to PNPs Internal Cleansing Program.
DCHS also conducted Spiritual Talk to Men at the different Provincial Police Offices of PRO9.
In response to the simultaneous conduct of PNP BARANGAYanihan nationwide activity, the PNP Chaplain Service under the leadership of PBGEN JASON D ORTIZO, together with the Command Group and Crame-Based Pastoral Officers conducted the BARANGAYanihan on May 29, 2021 at Area 6B Covered Court, Brgy. Botocan, Quezon City. Prior to the distribution of the grocery items, lectures on EO 70 ELCAC (Ending Local Communist Armed Conflict) and “Urban Gardening” was conducted.
Hon. Rosalyn “Baby” Ballad, Punong Barangay of Botocan, Quezon City warmly welcomed the CHS personnel led by, PBGEN ORTIZO. The highlights of the activity is the distribution of grocery items to 150 families with copies of Holy Bible and Devotional Books.
PBGEN ORTIZO delivered his message to the recipients about the importance of "BARANGAYanihan" as directed by the CPNP PGEN GUILLERMO LORENZO T ELEAZAR to establish a strong collaboration and partnership between the PNP and the Community especially in this time of pandemic.
The said activity was also conducted by the Regional Pastoral Officers assigned in different PROs nationwide.
PRO 10 accorded a Foyer Honors for PBGEN JASON D ORTIZO, Director of PNP Chaplain Service with the host PCOL RONALDO R CABRAL, DRDA, PRO 10 at PR0 10 Headquarters, Camp 1Lt Vicente G Alagar, Lapasan, CDOC on May 26, 2021.
PBGEN ORTIZO, conducted Pastoral Visit and Moral Upliftment and Psycho-Spiritual Talk to the men and women of Police Regional Office 10 as part of the CPNP’s program “Intensified Cleanliness Policy”.
In his message, the Director emphasized that “not all illness needs doctor, but a spiritual and psychological help”. He said, that in the midst of this trying times, all materials things mean nothing, what is important is the relationship with Lord, His mercy, His grace and compassion will give us all hope in life”.
Also, the Director mentioned that in line with the E-Sumbong program of the CPNP, the chaplain service launched the E- Gabay, an online counselling for those personnel placed under quarantine. In this program, contact numbers of coaches will be place in every quarantine facility of the PNP.
After the talk to men, the Director met with the Values/Life Coaches of our Squad Weekly Interactive Meeting (SWIM). The life coaches have an important role in the PNP especially the program thrust of Chief, PNP the intensified Cleanliness Policy in Ranks. Life Coaches serve as backbone on the PNP Chaplain Service to reach the moral and spiritual aspect of our personnel.
PBGEN ROLANDO B ANDUYAN, Regional Director is grateful for the pastoral visit of the Director of PNP Chaplain Service. He said, that the visit of the Director is but timely to boost and encourage the men and women of PRO 10 to continue serve and protect with outmost commitment and dedication the community in region 10 amidst the COVID-19 pandemic.
